Cope with Change

Cope with Change (CwC) is actually nothing new or spectacular, since it is something that we as individuals achieve in everyday life, and what is the core business of military and civilian crisis and emergency organizations and agencies. The change that our military and civilian organizations are facing is a world defined by constantly changing needs and uncertainty. Operations today is characterized by collaboration parties with different experience, knowledge, support systems, rules and regulations and that each mission is different from the previous, since opponents change their behavior more rapidly than our organizations and systems are designed for.

The ability to adapt rapidly in such environment is then critical for any organization or individual and it will require new ways of thinking together with the development of capabilities that can meet the unexpected circumstances.

This shift in operations has enforced a paradigm shift that currently is embraced within the Network Enabled Capabilities (NEC) domain. The current ongoing shift is: from technology towards methodology and processes; from information gathering technology towards knowledge representation methodology; from focus on weapons platforms towards the utilization of platforms in effect based methodology; from traditional symmetric conventional warfare towards irregular warfare and operations other than war; and from Command and Control towards Collaboration, Cooperation and self-synchronization. This leads to the question: How shall training and simulation be developed and conducted to meet the operational challenges of the 21st century?
